I'd recommend re-organizing this page a little. The sub-pages are just titles of states. The title of those pages should be a little more descriptive of what the context is. That way if the page shows up in a search or category page, the reader will understand what is on that page. Maybe call it "California RHIOs", "New York RHIOs"?
